The Air and Missile Defense (AMD) Force Operations Team Product Owner (PO) will work as a member of the Army Program Executive Office Missiles and Space (PEO MS) Integrated Fires Mission Command (IFMC) Project Office (PO). The PO will be responsible for the prioritization and validation of the development software for the Force Operations team. The position will include reviewing and understanding Systems Engineering concepts, designs, and algorithms and providing guidance to the development team. The product owner will work with Program management in setting priorities for the capabilities and defects for the team for each product increment and sprint. The position will include technical briefings and advisement to leadership on status and recommended courses of action, competing capabilities, performance, risks, and impacts to the IFMC mission.

The candidate will provide Software and System Safety Engineering guidance and support to a US Army government project office (PO), ensuring adherence to applicable service and agency safety policies, criteria, and standards to support fielding to US Army locations. The candidate will provide software and system safety expertise to establish software design criteria and software safety requirements as well as perform independent safety analyses, studies, and design evaluations of software systems, subsystems, and equipment. The candidate will evaluate contractor’s safety engineering program plans to ensure goals and objectives are achieved. In addition, the candidate will be responsible for establishing software safety test requirements, plans, and programs within the software development lifecycle. The candidate will be responsible for development, execution, and management of internal software safety procedures and program plans. The candidate will travel to both laboratory and operational test sites to assess system safety and eliminate existing hazards.

The primary function of this position is to serve as an acquisition analyst in the SHIELD Acquisition Management Division providing procurement services for weapons systems. Responsible for performing procurement/contract-related duties pertinent to large scale procurement of sub-assemblies, complex components of major functional assemblies and technical services for the weapon system involving a variety of contracts from pre-award through post-award to contract completion. Assists technical staff in preparation of contract requirements packages (CRPs) in final format that provide the basis for invitation for bids, requests for proposals, letter contracts, negotiated contracts, contract modifications, and other procurement related documents. Duties include preparing and staffing Justification and Approvals (J&As) for Sole Source, Acquisition Plans, Service Acquisition Strategies and Functional Requirements Authentication Board (FRAB) documents. Must be knowledgeable of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), and other required regulations, policies, and procedures. Establishes and maintains functional controls to ensure that contract award is accomplished according to guidelines and within required timelines for assigned contracts. Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems. Performs in-depth research of procedures, policies, and regulations to provide technical advice to leadership, product managers, and functional stakeholders.
