Position Description:


Candidate will serve as the Senior Cost Analyst to an Army Product Office responsible for the development and defense of cost estimates to support acquisition decision-making. Candidate will plan, coordinate, and conduct independent cost analysis for the assigned program ensuring technical appropriateness, soundness, and accurate interpretation of results with regard to cost and budget. Perform the calculation and forecasting of the future costs of systems, projects/programs, resources, to support independent studies, funding decisions, and various management reviews (e.g., milestone reviews, budget reviews). Create and maintain lifecycle cost estimates in ACE-IT. Develop cost estimating methodologies based on available data sources. Perform the planning and development of controls and provide expert technical analyses, budgetary advice, and guidance regarding the development and implementation of resource allocations and plans in order to defend budget activities. Conduct analysis and provide recommendations by applying expert knowledge of a broad range of cost analysis strategies to include mathematics, statistical analysis, parametric and non-parametric analysis, computer modeling, regression analysis, and economic analysis. Coordinate with the PAE FIRES and PM IFMC Program Office Estimates for APBs and other milestone review documentation. Create documents and briefing charts that communicate current status and forecast on program with regard to cost. Receive and analyze Earned Value Management reports and make recommendations to Product Manager based on analysis. Candidate will assist the organization with programming, analysis, and control of funds; evaluate program funding plans and their execution, identify actual or potential problem areas. Candidate should have extensive experience in analyzing and assessing financial data processes, including documentation requirements, costing, and program scheduling.

Position Description: 


  • Support a Product Office procuring weapon systems across all stages of the acquisition life cycle, including development, production, fielding, sustainment, and Foreign Military Sales (FMS).
  • Draft comprehensive Contract Requirements Packages (CRPs) for high-dollar weapon system development, production, sustainment, and engineering services contracts.
  • Prepare and staff Justification & Approvals (J&As), Acquisition Plans, Service Acquisition Strategies, Determinations & Findings (D&Fs), Functional Requirements Authentication Board (FRAB) documents, and FMS-specific documentation such as International Agreement Competitive Requirements (IACRs).
  • Apply extensive knowledge of the FAR, DFARS, SAMM, and FMS-specific regulations to ensure compliant and effective contract execution and administration.
  • Coordinate with contracting officers through formal and informal correspondence to resolve contract production and service issues, funding discrepancies, and Government Furnished Property matters, ensuring proper contract close-out.
  • Develop and coordinate acquisition documentation, including Letters of Offer and Acceptance Data (LOAD) requests, Statements of Work (SOWs), DD1423s, DD Form 254s, Independent Government Cost Estimates (IGCEs), CLIN Structures, RSCAs, and property requirements.
  • Analyze Prime Contractor requests, coordinated stakeholder and international program responses, and prepared official contracting correspondence to support program objectives.
  • Contribute to the preparation of briefings, acquisition reviews, and program management reviews (PMRs), integrating Excel-based visuals to give clear insight into financial health and program outlook.

  • Experience: 10 years in test planning and execution support
  • Knowledge and understanding of DoD test and integration of complex defense systems 
  • Proficiency with DoD current Test regulations, policies, and procedures 
  • Excellent collaboration and communication abilities
  • Great organizational and time management skills
  • Ability to work in a high-paced team environment consisting of government and prime contractor personnel from multiple projects, agencies, and labs including external agency stakeholders such as ATEC and OSD
  • Ability to coach, teach and mentor junior Test Engineers
  • Knowledge of Air and Missile Defense Command and Control concepts and operations is a plus
  • Strong desire to contribute to overall team success is a plus
  • Excellent written and oral communication skills is a plus
  • Familiarity with government acquisition processes is a plus
  • High degree of proficiency in MS Office Suite is a plus
  • Understanding of agile methodology testing is a plus
  • Willing to travel.


Position Description:


Provide Test Engineering support for an Army Project Office at Redstone Arsenal. This role functions within the Project Office’s Test Directorate in direct support of the Government Test Team and will work with government civilians, military personnel, and contractors. The Senior Test Engineer will play a critical role in test execution and test documentation, to include developing test plans, designing test procedures, executing tests, and maintaining thorough documentation in accordance with applicable government standards. Candidate must be professional, self-motivated, and possess good communication and team working skills to participate in multiple test support activities with team member Subject Matter Experts.


Principal Duties and Responsibilities: 


  • Plan and execute tests for a complex and advanced Air and Missile Defense system for the US Army
  • Participate in Test activities including SIL, HWIL, Distributed Ground Testing, System Qualification Testing, and Field Testing with a team consisting of personnel from multiple projects, agencies, and labs 
  • Generate pre-test documentation to include test plans, test requirements, test procedures, and test case matrices, as well as post-test support to include resolution of test incident reports and generation of post-test reports
  • Organize and participate in weekly Test Planning meetings; prepare test presentations
  • Support major meetings with Program Stakeholders such as T&E WIPTs
  • Travel to DOD Test Ranges to support various test operations and missions
  • Support weekly reporting efforts: team weekly activities reports, weekly SITREPs to management, test calendar, asset status, and EXSUMs for major test activities
