Serves as senior contract analyst for a product office which procures weapons system in all stages of the acquisition life cycle including development, production, fielding, sustainment, and foreign military sales (FMS). Candidate must possess a mastery of DoD contract execution and contract administration, FMS specific requirements, and the ability to draft Contract Requirements Packages for weapon system development, production, sustainment, and engineering services contracts for high-dollar efforts. Duties include preparing and staffing Justification & Approvals for Sole Source, Acquisition Plans, Service Acquisition Strategies, Determinations & Findings, Functional Requirements Authentication Board (FRAB) documents, and FMS-specific documents such as International Agreement Competitive Requirements (IACRs). Must be knowledgeable of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), SAMM, FMS-specific regulations/policies/procedures, and other required regulations/policies/procedures. Must be able to interact with/respond to the contracting officer through formal/informal contractual correspondence. Must be familiar with different types of funding including FMS funds, resolving contractual production and services issues; resolving discrepancies between FMS cases/funding and contract requirements; Government Furnished Property; and contract close-out. Candidate will engage with the functional stakeholders, to include the Product Office, to prepare/coordinate documentation such as Letter of Offer and Acceptance Data (LOAD) requests, Statements of Work (SOW), DD1423's, DD Form 254, Independent Government Cost Estimates, CLIN Structures, RSCAs and Government Property. Must be able to analyze Prime Contractor requests, coordinate product office and international programs directorate response, and prepare correspondence to the contracting officer.

Assists the Product Manager and Control Account Managers with analyzing and interpreting performance data and understanding what it means for the program by: Identifying significant variances – especially those which trip reporting thresholds, reviewing performance trends and reporting performance forecasts to management, Helping Control Account Managers and Program Managers understand the sources of performance problems, and identifying where performance indicates cost or schedule risks. Ensures the EVM is being used in a manner that is compliant with industry best-practices, company standards, and contractual requirements by: Ensuring proper approvals are in place for baseline changes, control account authorizations, or other actions requiring approvals, Validating that actual costs are not recorded for unauthorized or un-started work, Ensuring material performance and cost are recorded in the correct period, Preventing retroactive changes, Maintaining the monthly business rhythm calendar, and ensuring steps are completed on time to produce monthly performance data on schedule, and Identifying compliance risks and issues and raising them to management.

The Air and Missile Defense (AMD) Engagement Operations Team Product Owner (PO) will work as a member of the Army Program Executive Office Missiles and Space (PEO MS) Integrated Fires Mission Command (IFMC) Project Office (PO). The PO will be responsible for the Prioritization and validation of the development software for the Engagement Operations team. The position will include reviewing and understanding Systems Engineering concepts, designs and algorithms and providing guidance to the development team. The product owner will work with Program management in setting priorities for the capabilities and defects for the team for each product increment and sprint. The position will include technical briefings and advisement to leadership on status and recommended courses of action, competing capabilities, performance, risks, and impacts to the IFMC mission.

The System Analyst will have a strong background in Python and will work as a member of the PEO-MS Integrated Fires Mission Command (IFMC) Project Office System Engineering (System Engineering) Directorate analysis team to code scripts to assist with the verifications of system requirements in support of Army AMD missions. The position will support analysis and verification of requirements, development scripting in support of test and analysis objectives, support the Joint Analysis Team (JAT), and support the WSMR Field Office Test Team. The position will require development of deserialization of log files, scripting specific code to meet the analytical development of documentation such as verification plans, analyses, reports, and technical briefings for IFMC SE leadership. This position will also require development and modification of software tools for data parsing and analysis. This position will directly support analysis of Hardware In The Loop (HWIL) and live Range testing of current and developmental AMD systems.

The selected candidate will perform Foreign Military Sales (FMS) program analyst duties in support of the Army Program Office on Redstone Arsenal. Position in onsite, with occasional telework allowed. Occasional travel may be required.
